To develop decent, safe and permanent independent housing for individuals limited by serious, long-term and/or chronic mental or emotional problems; persons with special needs such as drug and alcohol dependent persons, persons with AIDS, or the homeless; and for low income persons;

To manage, lease, repair, operate and maintain properties providing housing for persons with behavioral health issues, those with special needs and low income persons, including certain properties designated for the foregoing purpose owned by nonprofit corporations in accordance with the purposes set forth herein;

To develop housing for persons with behavioral health issues, those with special needs and low income persons on behalf of nonprofit corporations owning said housing;

To do all things which may be necessary, appropriate or convenient to the achievement of the foregoing purposes and which may lawfully be done by a nonprofit corporation under and pursuant to the laws of the Commonwealth of Pennsylvania.
