history. Columbus Property Management & Development, Inc. (CPM), a Pennsylvania 501(c)(3) nonprofit corporation, was created in 1993 as the property management agency for 1260 HDC, the largest non-profit affordable housing developer in Philadelphia. Over the years, CPM's management portfolio has grown from the initial 224 units to a diverse portfolio of 1,612 units in 262 buildings, managed on behalf of 28 different entities in the Delaware Valley.
