Harry G. "Skip" Dittmann, Chair
As Vice President at Girard Partners, Skip is responsible for financial planning and portfolio management for individual clients.
Prior experience includes a 30-year career in portfolio management at Philadelphia National Bank. Skip retired as a Senior Vice
President at Calibre, the Family Office of Wachovia Bank. While at Calibre he managed an investment team of four professionals who
developed strategies for over 50 high net worth families with marketable assets in excess of $7 Billion.
Skip holds a Bachelor of Science degree from the U.S. Naval Academy. After graduating college, Skip spent seven years in the Navy
serving as the engineering officer on the destroyer USS Frank Knox DD-742 which spent seven months in Vietnam. After a second tour
on the destroyer USS Barry DD-933, he returned to Washington to recruit prospective candidates for officer programs. After a few
years, Skip joined Mellon Bank in Pittsburgh where he completed the training program and began his career in finance. Skip retired
as a Captain after completing 33 years of active and reserve service.
Gina C. Muldrow, Vice Chair
Gina is the Administrator for Society For Helping Church and Society For Helping, Inc., a non-profit social service agency for the deaf
and hearing impaired. In this position, Gina manages all day-to-day administrative functions and all financial aspects of the church and
agency. She also serves as the Chairperson of the Trustee Board for the Church, and Treasurer for the agency.
Previously, Gina worked for over 14 years as a Senior Account Executive in Fannie Mae’s Multifamily Affordable Housing Group. Her primary
task was to work with designated multifamily lender/customers and their assigned national account managers to provide support and assistance
to ensure they achieved the assigned affordable housing production goals. She also spent a number of years as a Workout Analyst in CoreStates
Real Estate and Construction Finance Department. In addition to serving on the Board of Directors for 1260, Gina also serves on the Board of
its management company, CPM.
Gina was born and raised in Philadelphia, and holds a Business Administration degree from Temple University. Gina is the third child of six children,
with three younger sisters who were born profoundly deaf. Given her family background, Gina believes she was born to be an advocate for people
with special needs. She is married, has one son and three grandchildren.
Mark Duffy
As Senior Vice President of Firstrust Bank, Mark has been a commercial real estate lender for more than 20 years, financing apartment projects,
shopping centers, office buildings, light industrial facilities, and for-sale housing developments throughout the Delaware Valley. Mark joined
Firstrust bank more than 12 years ago to establish the $2 Billion savings bank as a leading construction lender in the Delaware Valley. Mark’s
experience and reputation for managing the financing and completion of large, complex construction and rehab projects, combined with a deep sense
of personal service, made for a very natural fit to join 1260’s Board of Directors, and to chair it’s Finance Committee.
In addition, Mark serves as Board Member and Treasurer of the Variety Club of Philadelphia, which serves children with disabilities providing
educational, developmental, and recreational programs throughout the Delaware Valley. Other commitments include serving on the Philadelphia Regional
Advisory Board for Caron Treatment Centers, the Board of Directors for the Central Philadelphia Development Corporation (CPDC), and the Board of
Directors for the Center for Grieving Children, Teens and Families.
Mark has a Bachelor of Arts from the University of Virginia, and has been a Center City resident for 22 years.
Joseph F. Purcell, CPA
As CFO/Treasurer for the Michaels Organization, Joe has been involved in low income housing tax credit developments throughout the country, some of
which have included historic tax credits, for both profit and non-profit developers. He has extensive knowledge of the low income housing tax credit
program from the application process through the compliance period, and has assisted in structuring, syndication, rent-up strategies, calculation of
first year credits, and controls and documentation to help with the avoidance of tax credit recapture.
Prior to joining Michaels, Joe was a Manager for the public accounting and consulting firm of Asher & Company, Ltd. for 11 years. He is a member of
the American Institute of Certified Public Accountants, the Pennsylvania Institute of Certified Public Accountants (former member of Committee for
State and Local Government), the Pennsylvania Low-Income Housing Coalition and, in addition, serves as a Board Member for 1260, Board Member and Treasurer
for the Burlington County Catholic Basketball League, Board Member of the St. Charles Borromeo (Cinnaminson, NJ) Basketball Program, and is a member and
former Treasurer for the Preservation Alliance for Greater Philadelphia.
Joe holds a Bachelor of Business Administration in Accounting from Temple University and is a licensed Certified Public Accountant in New Jersey and
Pennsylvania. In 2011, he was honored as one of the top CFO’s in the Philadelphia region with the the SmartCXO Award.
Michael Davidson, Esq.
Michael is a partner at the law firm of Fineman Krekstein & Harris, P.C, located in Center City Philadelphia. He focuses his practice on public finance,
affordable housing, community development transactions, and general real estate. Michael also represents several nonprofit and for-profit developers,
banks and governmental entities in affordable housing and community development projects. Michael has been a 1260 Board Member for five years.
Michael graduated with Honors from Swarthmore College in 1991. After working in Washington, DC for three years, he went on to earn both his Juris Doctor
and M.G.A from the University of Pennsylvania. Michael lives in Center City with his wife and three children.
William J. Koons
Bill served as the Director of Development-Multifamily Housing at the Pennsylvania Housing Finance Agency for 20 years and previously spent ten years
in commercial banking in the Philadelphia and Harrisburg markets. He currently is the Director of Development for Presbyterian Senior Living.
In addition to serving on the Board of Directors for 1260, Bill is also a Board Member of the Housing Alliance of Pennsylvania, Liberty Resources
Housing Development Corporation, and Cumberland County Affordable Housing Trust Fund. He served as the Founding President and Board member of the Cumberland
Valley Habitat for Humanity affiliate and participated on the Fundraising and Site Selection Committees, Board of Trustees of PHI (Presbyterian Homes)
and their Finance Committee, Pennsylvania Council of Rural Housing, and Pennsylvania Community Credit Corporation, and Cumberland County Economic
Development Board.
Terence Batson
Terence Batson has devoted the majority of his adult life to working in the Behavioral Health System of Philadelphia. For over 16 years,
Terence has worked with Consumer Satisfaction Team to ascertain the satisfaction of men, women, and children who receive behavioral health
services. He also provides training for the Philadelphia Police Department, teaching officers how to cope with individuals who are in
crisis situations. Yet another facet of his job includes Continuous Quality Improvement for the Southeastern Region of Pennsylvania, which
involves making suggestions to long term structured residences in regards to their transformation and improvement of services within the
behavioral health system.
In addition the serving on the Board of Directors for Columbus Property Management, Terence also is also on the Board for the Community
Treatment Team. In 2003, Terence was awarded the Community Support Program's Consumer Award for being a champion for all of those who have
experienced behavioral health issues.

J. Alfredo de la Pena, President and Treasurer (Executive Director)
Alfredo has over 33 years of experience in real estate and finance. His responsibilities include oversight of the management operations
for over $125 million in real estate, which has been developed through a combination of business loans, low income investment tax credits,
HUD grants, Federal Home Loan Bank (FHLB) grants, HOME, and CDBG grants. This portfolio consists of more than 2,000 apartments which provide
homes to more than 3,000 people in the Philadelphia and Washington DC metropolitan areas. Alfredo’s responsibilities include overseeing the
development, construction, property management, accounting, and IS departments, as well as managing cash flow for the $50 million budget.
Prior to joining CPM in 1996, Alfredo worked as a consultant for the Resolution Trust Corporation where he oversaw the consolidation of
troubled assets with a book value of $5 billion. Prior to that, he developed financial applications for mortgage systems. He also worked for
several years in various aspects of residential and commercial real estate, performing financial analysis, budgeting, and cash flow analysis
of development projects totaling $1.4 billion.
Alfredo graduated with honors from Temple University with a Bachelor of Science degree in Business Administration with a dual major in
Finance and Real Estate.
Walter M. Kubiak, Vice President (Executive Officer)
Walt has been in real estate development since 1978. As Executive Director of 1260, Walt has given vision and direction to the company
through its exponential growth in the last 16 years. Over $125 million in development funds have been raised using Low Income Housing Tax
Credits, HUD McKinney Act funding, Federal Home Loan Bank Affordable Housing Program funds, HOME funds, CDBG funds, debt and equity. Over
$60 million has been raised from the same sources to provide services and rental subsidies for the tenants.
Before coming to CPM, Walt negotiated troubled loan restructures for CoreStates Bank and for the Resolution Trust Corporation. He also
worked in many facets of commercial and residential real estate development, with an emphasis on rehabilitating troubled properties and
coordinating the legal aspects of subdivisions, sales, and partnerships.
After earning his Bachelor of Science degree in Engineering and Economics from the United States Naval Academy in 1970, Walt served as
a Captain in the United States Marine Corps until 1975. He then went on to earn both his Juris Doctor and LL.M. in Taxation from Villanova
Law School.
Robert H. Kwait, Esq., Secretary
As Corporate Counsel for the CPM Housing Group, Rob provides in-house counsel on real estate development, landlord-tenant issues, and
corporate communications. His responsibilities include oversight of all real estate, loan, low-income housing tax credit funding transactions,
and related legal matters. Rob also serves as a corporate officer to 1260, MFHDC, and affiliated corporations.
Prior to joining CPM in 2003, Rob worked in a private practice at Spector, Gadon & Rosen, P.C., concentrating in real estate, bankruptcy
and reorganization, and corporate law.
Rob holds a Bachelor of Science degree in Consumer Economics and Housing from Cornell University and a Juris Doctor from Cornell Law School.
